Uncharitable donation distress
Solutions to stop the uncharitable
act of dumping remain elusive.

Barry Williams believes his organis-
ation could fold if its charity bins are
taken away from Canberra.
''It would be a terrible struggle for
us,'' Mr Williams said.
''We [had] to buy the bins...we're
paying the bins off.
''Imagine the cost of 89 bins.''
Mr Williams and other represen-
tatives from charity organisations
met with Chief Minister Katy Gal-
lagher last Wednesday for a round-
table discussion regarding the issue
of illegal dumping at charity bins.
Other media reported Ms Gallagh-
er had suggested the problem might
be solved by removing the bins but
Mr Williams said he hoped she had
changed her mind after listening to
the concerns of the organisations.
''Taking the bins away is not an
alternative,'' he said.
''The Chief Minister was thinking
that might be the way to go, I think
we convinced her that might not be
the right thing.
''She genuinely cares about our
charities needing the help we get
Some solutions that were dis-
cussed included increasing the fines
for dumping, establishing surveil-
lance cameras to catch those respon-
sible, and an education campaign for
the public through the media.
Meanwhile Mr Williams said Ms
Gallagher was concerned about the
issue of illegitimate rubbish collec-
tors dumping goods at the bins after
he informed her of the problem.
Last week The Chronicle reported
that Mr Williams claimed a quarter
or more of all illegal dumping was
happening by the illegitimate con-
tractors, who offered cut price
rubbish removals for households.
''I told the Minister that our
blokes had actually caught the
contractors,'' he said.
''It's happening in the night time,
it's not happening in the day time.
''She wasn't aware of this.''
Ms Gallagher said she had check-
ed with TAMS about the issue, but
nothing had been officially reported,
nor had any evidence been provided
to the ACT Government that this

The Chief Minister will hold
another meeting in March with the
charity organisations to discuss the
